My pre-evo/evolution theory...

This is what I believe can tell us which Pok'emon may or may not be getting pre-evolutions or evolutions in the 4th gen.
You know what Effort Values are, don't you? If you do, take a look at This.
Scroll down and look for Snorlax. It gives exactly 2 EV Points when defeated in battle. We know that Snorlax is going to have a pre-evolution, Munchlax, and he will probably give only one EV Point. Same goes for Sudowoodo and Bonsly, and Mr. Mime and Mime Jr.
But staying on the same page, look for Lickitung, Chansey, Kangashkan, and Lapras. They all give only two EV Points. This may point out that they will have a pre-evolution in the upcoming generation.
The Summarization:Any Pok'emon that gives more than one EV Point may have an evolution or pre-evolution(excluding Legendary Pok'emon).

This is only my opinion, what do you think?

So basically say, Lapras (2 Points) can have a lower stage? I agree with your theory.

I don't know, just one of my thoughts, it don't though cause it was never in Hoenn as a regular pokemon... Anyways Lapras is one to look at. (By your theory of course)

Even though this theory could be true it also means that all pokemon with no evolutions will have a prevolution which isn't true because not every pokemon deserves a prevolution.

What would Lapras' pre-evolution be called? Lapram?

It would be like lapkid like elctakid or something like that

It doesn't have to be ryhme with it's first, but Zurpas or Baprus would be good.
