I think its believable but jerachi and celibie have 3 points they are legendarys they shouldnt evolve should they

Well it is a great theory, but many old pokemon may not recive a evolution until like the 9th generation pokemon game.

But are they getting rid of a few pre evos of the old pokemon to make room for the new ones or keeping all of the pre evos that have to do with all of the pokemon I think they have found a pre evo of mantine

the theory, I think, is just a coincidence. All the legendarys have 3, and the stronger the pokemon is, the harder it is to defeat. That is what makes it recieve more points.
