im going to assume that they are both lv.75 since that's when they learn their best move at. i have a groudon and a kyogre, almost same lv but when i caught them groudon was faster, here's what happens:
groudon's drought works over drizzle.
groudon uses solarbeam to kill kyogre (grass moves aren't specil attacks thry're just attack. if magicly somehow kyogre surrvives he'll use water spout (best move) to kill groudon 100%, it can go either way.

Grass moves are Special Attack. Check Smogon or the help menu on FR or LG if you don't believe me.

Kyogre will survive from a solarbeam there's no dout about it, because of Kyogres high special defense and groudon's low special attack.

Everyone seems to be saying that Kyogre owns because it takes two turns to charge up solarbeam but has everyone forgot Groudons special ability? Drought makes it so solarbeam doesnt have to charge.

Kyogre would win even if Drought is in play. Because only a n00b carries Solar Beam on Groudon and even though Surf is weakened Ice Beam isn't.

did every1 forget how high groudon's reg. atk. is? at lvl 100 mine has 366 attk. power. if it uses earthquake or a strong move like hyper beam or sumthing kyogre is going down

Hah SZ mine has 438, max attack for my one :P
and MMLR Kyogre can have up to 306 Defense, so with it's 404 HP it will take about 3 hits to take it down with something that isn't super effective

There are 2 scenarios to this situation. Take them both into consideration because I have experienced both of them.
Most of the time, Groudy is faster. Here is the situation in which he could indeed win. Groudy uses EQ. If Kyo stupidly uses Water Spout, there ain't much damage there. EQ does enough damage to kill Kyo in 2 hits. Also, Surf would not kill Groudy one hit. Maybe with Drizzle, but he still could easily live.
Now for the scenario Kyo would win. Groudy goes EQ again. This Kyo gets smart an' uses Hydro Pump an' hits. Easier in NB. The Kyo could also pull Quick Claw an' hit with Surf perhaps twice, if he gets lucky.

Yeah but Shadow no one carries Water Spout and if Drought is in effect you use Ice Beam instead as already said alot of times

ice beam wont take out a groudon in one hit unless u get lucky and its a critical hit.
