The most sp attack Mewtwo can have is 483. Sorry, impossible to do.

Yeah, every Pokemon has a limit to to each stat. Then after it's reached it's full stats the only way to make it go up is with an AR, and to keep the max stats forever, you would have to find an AR code that isn't offical by codejunkies! 
But why would you want 999 stats, the battles can get extremely boring sometimes if your always gonna be the winner.

Spinda is the weakest Pokemon with high special Attack so battling a lot of them will give you Special Attack too!
