I think you just have to switch to the babie's character, so that the green diamond is above its head and then click on the baby and click have birthday.

You should have a garden then a garden patch
Plant peppers and the should grow pretty fast
And click the peppers when it's ready and you should

First finish the toddlers quest then You should have enough LP. Then you have to bake a birthday cake. after you finish the cakethat you click the baby and click the 3 secs have birthday.. hope it helps..
