You asked an excellent question. Let me see if I can answer it...
PETA, for one things, upholds animal rights. So far, so good. However, they do not exactly choose animals over people, at least not quite the way you seem to mean. I think they do understand that people are more important than animals, but their mission is to help the animals, not the people, so it may make them seem like hypocrites when a situation arises where a choice has to be made between a human and an animal and they choose the human instead.
