No but the game has chi chi in it, and since it's a hardcore fighting game, she should be of some use.

You can pick your transformations before you start a battle. Then in battle you can increase, or decrease transformations.

From the looks of things they do, so the 130 characters includes the transformations.

Good point, u can't really complain about them putting them in since its just more for the game and if that means having characters in who aren't good so be it and who knows maybe Chi-Chi will be good (well maybe not).
