Yes, Glitch City is the same in every game, but varies depending on your current poosition in the game.
Like Cinnabar gives you a different Glitch City than Cycling Road.

If your guy is standing in Cinnabar Island when the timer goes off, he'll be stnding in a different Glitch City than if he was standing on Cycling Road when the P.A. went off.
